Joe Rizza was born on January 30, 1915in Johnstown, Pennsylvania, to Italian immigrant parents. He began life working in steel mills before earning his place at the Pennsylvania Maritime Academy, where he graduated with honors in 1936. He became the youngest Master Mariner in the Merchant Marine, sailing the world during the transition from old colonial rule.
After Pearl Harbor, he joined the U.S. Navy and served for over 30 years in World War II and the Cold War. He led ships during critical Pacific battles, survived a kamikaze attack that affected him for years, and later helped build the South Korean Navy. He also worked as a planner for the Joint Chiefs of Staff and became Chief of Staff to Admiral Elmo Zumwalt in Vietnam. In 1972, Governor Reagan asked him to lead the California Maritime Academy, where he transformed it into an accredited, four-year college and welcomed the first women cadets. When he retired in 1983, he held the ranks of Navy Captain and Rear Admiral in the U.S. Maritime Service. He was known for his steady leadership, international insight, and commitment to education.
